I think Jamal must've said Dweller that , He sold his reservoir to Rancher and his(Dweller) water is still in his(Rancher) reservior, So now he must pay back for keeping his(Dweller) water in Rancher's reservoir , Or take out all his water from Rancher's resevoir . Because its Rancher's reservoir now. So, now Dweller got no way out and must've given up. Hope this is correct!
