Hi, it means users can access the internet for free without subscribing to paid data/internet promos. I think this is usually done by bypassing the mobile networks using vpn configurations. For example, there are sites that one network can connect to for free (without data promo). These sites will then be used by vpn config makers. 

In short, you are tricking the mobile network as if you are connecting to these free sites, but you are actually accessing the whole internet via vpns.
